AICP (American Institute of Certified Planners) is the professional institute of the American Planning Association, and its certification is the main credential US urban and regional planners put after their names. It is voluntary, it starts with a 170-question exam, and the panel beside this text gives you one question from each of the exam’s nine domains.

What AICP is (and what it is not)

AICP is a certification, not a license. You can work as a planner without it; what the letters tell an employer is that you passed a 3.5-hour exam on planning judgment and agreed to be held to an enforceable Code of Ethics. The institute sits inside the American Planning Association (APA), so “American Planning Association AICP” and plain “AICP” name the same credential, and “American Institute of City Planners” is a common misremembering of it.

What you are after passing the exam and before the Experience Assessment. It stays valid while your APA membership is active.

Fellow of AICP, an honor conferred by the College of Fellows. No exam leads to it.
NJ PP
New Jersey’s Professional Planner license, the only state license for planners. It pairs the AICP exam with a state planning-law exam.

Few items ask what a term means. Most put a planner in a situation, such as a contested rezoning, a grant with conditions attached, or a commissioner asking for a quiet favor, and offer four plausible moves, only one of which follows process. Some arrive as a set of several questions on one scenario, and a handful are short calculations: density, floor area ratio, a location quotient. An on-screen calculator is provided.

The exam fee changes yearly; the current amount and the other costs are on the certification page. Registration windows have moved in each of the last three years, so take them from APA’s key dates on planning.org. Registration, test day, scoring and retakes are covered on the AICP exam page.

The 9 domains and their weights

Fundamental Planning Knowledge and Plan and Policy Development carry 30 points between them, and Communication and Interaction is next at 13. Administration and Management and Leadership are 6 each. That is not a reason to skip them, only a reason not to start there.

One Path to AICP in three steps

Since 2022 there has been a single route to AICP, called One Path, and it puts the exam first. Your degree and years of experience come up at the end of the process, not at the door.

  1. Step 1

    Join APA and register

    APA membership is the only requirement to register for and schedule the exam. Nobody checks your degree or experience at this point.

  2. Step 2

    Pass and become an AICP Candidate

    A pass makes you an AICP Candidate. The designation lasts as long as your APA membership and needs no maintenance credits.

  3. Step 3

    Experience Assessment

    Submit your education, employment and Experience Assessment. The experience you need runs from 2 years with a PAB-accredited planning master’s to 8 years with no degree.

  4. Then

    Keep it current

    Certified members log 32 Certification Maintenance credits every two years, including Ethics, Law, Equity and Sustainability & Resilience credits, and pay annual AICP dues.

How to prepare: the short version

How long it takes depends on whether you already practice and how long ago you last read takings law. AICP exam prep sizes it by starting point and lays out a 12-week plan weighted by domain. The short version has four moves.

  1. Take a diagnostic first

    Answer the nine questions above, then a block of the practice test, before you open a book. Your misses tell you which domain to read first.

  2. Study in proportion to the weights

    Put most of your hours where the two 15s and the 13 are, and keep the two 6% domains on a short, steady drip.

  3. Practice the process answer

    On scenario items, ask what a careful planner does next: gather data before setting goals, disclose a conflict before deciding, use the procedure that already exists.

  4. Finish with a timed set

    Sit the full 60 questions at exam pace once or twice. There is no penalty for a wrong answer, so leave nothing blank.

On this exam the right answer is usually the one you could defend at the next public hearing.

A working rule for scenario items

The AICP Code of Ethics on the exam

The Code of Ethics is 10% of the exam on its own, and it is the domain where good instincts mislead you most often. The current Code took effect on January 1, 2022, and the exam keeps its two parts strictly apart.

Section A: principles

  • Aspirations: the public interest, integrity, equity, public trust, better planning knowledge
  • Apply to everyone who takes part in planning
  • Not enforceable: nobody is sanctioned for falling short of one

Section B: rules of conduct

  • Binding on AICP members
  • Conflicts of interest, gifts, confidentiality, switching sides, cooperating with the Ethics Officer
  • A breach can end in one of four sanctions, from a confidential letter of admonition to revocation

A favorite distractor takes a Section A aspiration and treats it as a Section B rule.

Disclosure is the other recurring theme. Where one option discloses a conflict and steps away from the decision while another manages it quietly, the exam wants the disclosure. The method for these scenarios, worked through rule by rule, is on the AICP Code of Ethics page.

How long does it take to study for AICP?

Roughly two to four months for most candidates, depending on your background. The 12-week plan splits that time by domain weight.

Do you need a planning degree to take the AICP exam?

No. Under One Path any APA member can register for the exam. Your education only sets how many years of experience you document afterward, from 2 to 8.

Is AICP certification worth it?

For a career in US planning it usually is: it is the credential the profession recognizes, employers often list it as preferred, and in New Jersey the exam is part of the route to a license. The cost is a few months of study, then CM credits and dues every cycle; weigh that against where you want to work.
